Gov 2.0
Early Stage develops a specific expertise in e-Gov, especially in Governement 2.0, analysing and recommending the most appropriate paths towards the renewal of the relationship between institutions and citizens.
The overall objective of Early Stage’s work in the field of Government 2.0 is to build, progressively, the foundation of an “e-Government Maturity Model” (eGMM), from the lowest layers (service delivery, multichannel distribution, data mashups, personalisation, etc) to the highest ones (co-governing, participative democracy, real-time citizen dialogue, etc).
Early Stage conceived his own maturity model, simple, flexible, scalable, and particularly applicable to the Belgian context. It can be used both in benchmarking and auditing activities and in formulating roadmaps. It addresses most of the e-government components, with a steady focus on a critical factor: Alignment.
“It’s all about relationships” – Requirements for a streamlined e-Gov Strategy
The main challenge in defining and deploying e-gov 2.0 strategies is the alignment of relationships:
- Align “e-Gov Strategy” with “Gov Strategy” - make sure that both are complementary;
- Align “e-Gov Strategy” with the Citizen - propose interactive services taking into account the local, socio-demographic patterns;
- Align “e-Gov Strategy” with the Civil Agent - make sure that the services are understood and supported by the people who will operate them;
- Align “e-Gov Strategy” with the existing infrastructure - make sure that the roadmaps are compatible with the administrative, juridical, organisational and technical legacies.
Early Stage has provided Gov 2.0 services for several entities in Belgium (Belgian Federal State/Fedict), some Federal Ministeries, Regional Governments and Cities) and for the European Commission.
